【摘要】:MaterialsencounteredduringDx0026;Dmaycontainresidualradioactivityvaryinginamountsfromthatinirradiatedfueltobarelydetectablequantitiesinoronbuildingmaterials.Itisclearthathighlyradioactivematerialshavetobedisposedasradioactivewastepursuantto10CFR60and10CFR61.Conversely,itisnotreasonabletoexpendadisproportionateamountofresourcestoisolatematerialsthatcontainminutequantitiesofradioactivematerialsthatwillnotcauseevenstatisticallymeasurablehealtheffects.Thisguideprovidesarationaleandmethodologyfordistinguishingbetweenmaterialsthatcontainsufficientradioactivitytowarrantisolationofsometype(storageawaitingdecay,near-surfacedisposal,disposalwithintruderprotection,orplacementinadeeprepository)frommaterialswithinsignificantradioactivecontent.Materialswithinsignificantradioactivecontentcanberecycledintheeconomyordisposedofinconventional(landfill)facilitieswithoutadversehealtheffects.Materialsthatmeetthecriteriaidentifiedinthisguidearenotsimplyexcludedfromregulationbecausetheydonotfallpreciselyintheregulatoryscope.Theyaresufficientlyfreeofradioactivematerialsothatnofurthereffortsatcontrolarejustifiedforradiationprotectionpurposes.Therefore,thereleaseofmaterialsforunrestricteduseinaccordancewiththisguidemeetsthecriteriaforbeinganx201C;aslowasreasonablyachievablex201D;(ALARA)activity.Forthepurposeofthisguide,thereturnofmaterialscontainingresidualradioactivitytosocietywithoutregulatoryrestrictionsisreferredtoasx201C;unrestrictedreleasebasedontheabsenceofthecrediblepotentialforadversehealtheffects.x201D;Thisguideassertsthatmaterialsrecycledthiswaywillhavenostatisticallymeasurablehealtheffectsregardlessofuse.Itdoesnotguaranteethatthematerialsaresuitableforuseineverypossibleapplication,forexample,traceamountsofradionuclidesinmaterialsmaynotbeacceptableforcertainphotographicandelectronicapplications.Thisguidealsoassertsthattheownerofthematerialsisresponsibleforensuringthatsociety''scriteriaforx201C;nomeasurablehealtheffectsx201D;ismetbeforerelease,andthattheresponsibilityforprovidingmaterialswiththepurityrequiredforaspecialapplicationrestsnotwiththeowner,butwiththedeveloperofthatapplication.1.1Thisguidecoversthetechniquesforobtainingapprovalforreleaseofmaterialsencounteredindecontaminationanddecommissioning(Dx0026;D)fromrestricteduse.Thiswouldbeaddressedinthedecommissioningplan(E1281).Itappliestomaterialsthatdonotmeetanyoftherequirementsforregulatorycontrolbecauseofradioactivitycontent.Fig.1showsthelogicdiagramfordeterminingthematerialsthatcouldbeconsideredforrelease.Materialsthatnegotiatethislogictreearereferredtoasx201C;candidateforreleasebasedondose.x201D;1.2Theobjectiveofthisguideistoprovideamethodologyfordistinguishingbetweenmaterialthatmustbecarefullyisolatedtopreventhumancontactfromthatthatcanberecycledorotherwisedisposedof.Itappliestomaterialinwhichtheradioactivityisdispersedmoreorlessuniformlythroughoutthevolumeofthematerial(termedresidualinbulkform)asopposedtosurfacecontaminatedobjects.1.3Surfacecontaminatedobjectsarematerialsexternallycontaminatedwithradioactivematerial.Provisio......

【摘要】:FTistypicallyusedtoidentifyflawsthatoccurinthemanufactureofcompositestructures,ortotrackflawdevelopmentduringservice.FlawsdetectedwithFTincludedelamination,disbonds,voids,inclusions,foreignobjectdebris,porosityorthepresenceofwaterthatisincontactwiththebacksurface.Withdedicatedsignalprocessingandtheuseofrepresentativetestsamples,characterizationofflawdepthandsize,ormeasurementofcomponentthicknessandthermaldiffusivitymaybeperformed.SinceFTisbasedonthediffusionofthermalenergyfromtheinspectionsurfaceofthespecimentotheopposingsurface(orthedepthplaneofinterest),thepracticerequiresthatdataacquisitionallowssufficienttimeforthisprocesstooccur,andthatatthecompletionoftheacquisitionprocess,theradiatedsurfacetemperaturesignalcollectedbytheIRcameraisstrongenoughtobedistinguishedfromspuriousIRcontributionsfrombackgroundsourcesorsystemnoise.ThismethodisbasedonaccuratedetectionofchangesintheemittedIRenergyemanatingfromtheinspectionsurfaceduringthecoolingprocess.Astheemissivityoftheinspectionsurfacedeviatesfromidealblackbodybehavior(emissivity=1),thesignaldetectedbytheIRcameramayincludecomponentsthatarereflectedfromtheinspectionsurface.Mostcompositematerialscanbeexaminedwithoutspecialsurfacepreparation.However,itmaybenecessarytocoatlow-emissivity,opticallytranslucentinspectionsurfaceswithanopticallyopaque,high-emissivitywater-washablepaint.Thispracticeappliestothedetectionofflawswithaspectratiogreaterthanone.Thispracticeisbasedonthethermalresponseofaspecimentoalightpulsethatisuniformlydistributedovertheplaneoftheinspectionsurface.Toensurethat1-dimensionalheatflowfromthesurfaceintothesampleistheprimarycoolingmechanismduringthedataacquisitionperiod,theheightandwidthdimensionsoftheheatedareashouldbesignificantlygreaterthanthethicknessofthespecimen,orthedepthplaneofinterest.Thispracticeappliestoflatpanels,ortocurvedpanelswherethelocalsurfacenormalislessthan30degreesfromtheIRcameraopticalaxis1.1ThispracticedescribesaprocedurefordetectingsubsurfaceflawsincompositepanelsandrepairpatchesusingFlashThermography(FT),inwhichaninfrared(IR)cameraisusedtodetectanomalouscoolingbehaviorofasamplesurfaceafterithasbeenheatedwithaspatiallyuniformlightpulsefromaflashlamparray.1.2ThispracticedescribesestablishedFTtestmethodsthatarecurrentlyusedbyindustry,andhavedemonstratedutilityinqualityassuranceofcompositestructuresduringpost-manufacturingandin-serviceexaminations.1.3Thispracticehasutilityfortestingofpolymercompositepanelsandrepairpatchescontaining,butnotlimitedto,bismaleimide,epoxy,phenolic,poly(amideimide),polybenzimidazole,polyester(thermosettingandthermoplastic),poly(etheretherketone),poly(etherimide),polyimide(thermosettingandthermoplastic),poly(phenylenesulfide),orpolysulfonematrices;andalumina,aramid,boron,carbon,glass,quartz,orsiliconcarbidefibers.Typicalas-fabricatedgeometriesincludeuniaxial,crossplyandangleplylaminates;aswellashoneycombcoresandwichcorematerials.1.4Thispracticehasutilityfortestingofceramicmatrixcompositepanelscontaining,butnotlimitedto,siliconcarbide,siliconnitrideandcarbonmatrixandfibers.1.5Thispracticeappliestopolymerorceramicmatrixcompositestructureswithinspectionsurfacesthataresufficientlyopticallyopaquetoabsorbincidentlight,andthathavesufficientemissivitytoallowmonitoringofthesurfacetemperaturewithanIRcamera.Excessivelythick......
