【摘要】:ThisEuropeanStandardspecifiestherequirementtodefine,targetandmeasurequalityofserviceinpublicpassengertransport(PPT),andprovidesguidancefortheselectionofrelatedmeasurementmethods.ItisintendedtobeusedbyserviceprovidersinthepresentationandmonitoringoftheirservicesbutisalsorecommendedforusebyauthoritiesandagenciesresponsiblefortheprocurementofPPTservicesinthepreparationofinvitationstotender.Itsusepromotesthetranslationofcustomerexpectationsandperceptionsofqualityintoviable,measurable,andmanageablequalityparameters.Itisrecognizedthatasingleindividualorcompany,ortwoormorepartiessharingtheresponsibilityfortheprovisionofaPPTserviceinco-operation(e.g.authorityandoperator)may,inpractice,seektocomplywiththestandard.Inthelattersituation,itisstronglyrecommendedthattherelationshipbetweenthepartiesbegovernedbyaformalagreement(5.2).Itisimportanttonotethatitistheservice,nottheserviceprovider,whichisincompliancewiththestandard.AnnexAsetsoutthecomprehensivelistofqualitycriteria.AnnexBprovidesaglossaryofterms.AnnexCdealswithaspectsofperformancemeasurement.ThestandardisintendedtobeapplicabletoPPTservices,asdefinedin2.1butneednotexcludeothertransportservices(e.g.charterandtaxisystems).
